                       CALL TO ACTION created A BIG MOMENTUM

     2 days ago, 80-20 EF issued a CALL TO ACTION to help protect innocent scientists of Chinese origin, who are increasingly victims of worsening U.S.-China relations, and to promote international collaboration in science.  It is  a protective movement started by UC Berkeley, Stanford, U. of Michigan, and UC Davis.  80-20 wants to help spread this movement nationwide.

(i) Within 48 hours, 16 U. of Delaware AsAm professors, including 10 Chaired
    professors, wrote UD president Assanis and Provost Morgan requesting
    a statement to clarify UD's position in these important issues.  Salute them.
    They are role models in self-help;
(ii)  Duke University responded.  Read the following email:
         "Dear Dr. Woo,   Thank you for the call for actions.  I have started  
          contacting chaired professors at Duke University with Chinese origin.  
          The responses so far appear overwhelmingly supportive.  We will try to
          coordinate and draft a letter for our president and provost.  I will update 
          you if anything materializes, hopefully in a few weeks.  Best Regards, xxxx"
(iii) A prominent member of the Cal. Institute of Technology is trying to Cal
      Tech to join the movement.
(iv)  Univ. of MA was to have joined the movement, but we can't confirm yet.

                       The Political Value of our Call To Action
         
     If, within the next 3 months, most of the 100 top U. S. universities will have each issued a statement to join that movement, then 80-20 will AGAIN have succeeded in protecting the AsAm community against reactionary political voices that smell of race-profiling.   Recall how the  EF led our community to push back on the Hoover Institute Report, just a few months ago.

                          A Template Letter for your convenience

    To those who want to respond to our CALL TO ACTION, and lessen your chance of being a victim of the recent race-profiling push, you may find the following template helpful.  Feel free to modify it as you see fit.
                             
"Dear President xxx and Provost yyy:

     We, the undersigned, respectfully suggest that you consider sending a joint statement to our campus community along the lines of 4 samples shown at the end of this letter.

     As you may know, within the past 3 months, the top leadership (presidents, chancellors and provosts) of 4 top academic institutions (UC Berkeley, Stanford, Univ. of Michigan and UC Davis) have spoken out against the current repressive atmosphere against international collaboration in science and technology; and against international scholars, particularly those of Chinese or Iranian descent.

      We believe a timely statement of this nature will reflect on our university well.  It will certainly be strongly welcomed by the international scholars on campus and will add to the competitiveness of our international recruitment programs in future years.

      The list shown at the end may not be quite comprehensive, because the names of new institutions are rapidly enriching its ranks.

CALL TO ACTION - protecting innocent Ch-Am scientists

             Protecting Innocent Chinese Am. Scientists & 
                       Our Nation's Science Opportunity
   
     Why will Innocent Chinese Am. scientists need protection?  For all of us to fully appreciate the seriousness of the situation, the best way to answer this question is to ask another question!

     Why would the top leadership (Chancellors, Presidents together with Provosts) of 4 top universities each issue a campus-wide communication to protect innocent international scientists, including Chinese & Chinese-Am researchers, all within the last 3 months?  The institutions are U.C. Berkeley, Stanford, the Univ. of Michigan and U.C. Davis. To read the respective statements, click on (1), (2), (3) and (4).   
  

     The gist of those 4 statements point to these main points:  Advancement in science needs international collaboration.  However, America's domestic politics, fanned by worsening U.S.-China relations, is causing some of our compatriots to think negatively of Chinese-Am & Chinese scientists and those who legally collaborate with institutions in China.  The top administrators warned us to beware of "our nation's own dark history - an automatic suspicion of people based on their national origin" that led to "terrible injustices."  

    Their wise words deserve nation-wide attention.  Hence, 80-20 EF issues a 
                                         CALL TO ACTION:


each campus together withtheir colleagues, and students to lead a request for the top administrators on their own campus to jointly issue a similar statement. Please get it done quickly to serve as role models for all other Chinese Am profs. We'd love to hear about your effect and results, which EF will publicize.

     Will just asking others to protect us be sufficient?  Of course NOT! 
    
     We must do our our share, if we don't want to be victims.  There is an unpleasant task that can be done by us ONLY -- strong condemnation of those Chinese-Am or Chinese scientists, who for personal financial or career gains, stole America's secrets and/or violated the requirements of the granting institutions.  These bad apples have placed all of us who are innocent in jeopardy.   We must sweep them out of our community.

          "To every action, there is a Reaction" - a potential disastrous
                                 Opportunity Cost to the U.S.

    If the current repressive atmosphere against innocent scientists continues for long, top-notch scientists of Chinese ancestry will leave the U.S. en masse, In addition, few top-notch Chinese scientists will choose the U.S. institutions to do their research. Such talks of staying away from the U.S. is only a trickle today. But it could become a flood tomorrow. We don't want to see the U.S. pay a prohibitive "Opportunity Cost" in science and technology in years to come. That is why part of our subject title is "Protecting Our Nation's Science Opportunity."
